Tassie trainer Troy Blacker banned until 2019

Tasmanian trainer Troy Blacker has been disqualified from training until early next year.

TASMANIAN trainer Troy Blacker will be banned from training horses until January 13, 2019 after the Office of Racing Integrity Stewards found him guilty of placing bets on thoroughbred racing.

Blacker, who trains talented Tassie mare Toorak Affair, was disqualified from training after he was found to be placing bets on the 14th July, 2018 through a betting account.

He will be ineligible to train horses until the penalty is served.

Under 182.(1)(k) of the Australian Rules of Racing it is an offence to place wagers on Australian thoroughbred race meets as a trainer.

Except with the consent of the Principal Racing Authority that imposed the disqualification, and upon such conditions that they may in their discretion impose, a person disqualified pursuant to these Rules must not, during the period of that disqualification:

(k) Open a betting account, operate an existing betting account, transact a bet or have a bet transacted on his/her behalf, have an interest in or share in any bet, receive a benefit from any bet placed with a licensed wagering operator in connection with any thoroughbred race meeting held in Australia.

Stewards found Blacker guilty of section AR.182.(5), which reads: Unless otherwise determined by the Principal Racing Authority that imposed the penalty, the period of disqualification of any person who contravenes any of the provisions of rule AR.182.(1), shall automatically recommence as from the most recent date of such contravention, and the person may also be subject to further penalty.

Due to his cooperation in the inquiry, as well as the nature of the bets, the number of bets placed and amount wagered Blacker’s penalty will be backdated from the time of the offence and will be set to conclude on midnight, January 13, 2018.
